CPS seeks financing as debate continues over $150 million in state funding

With the district's budget still flagged as unbalanced, Chicago Public Schools is now moving forward with a short-term borrowing plan to make sure schools open on time and staff get paid. Board members confirmed the move during a meeting this week, saying the cash flow gap leaves them with few other options while the debate over $150 million in state aid remains unresolved.

The funding dispute has been simmering for weeks. State lawmakers have held back the money, citing concerns over CPS financial oversight and the district's refusal to adopt certain fiscal reforms. CPS leaders argue the conditions attached to the money are unfair and would strip local control from the elected school board.

In the meantime, the district faces a familiar problem: bills come due before property tax revenue arrives. Borrowing, usually through short-term notes, is a standard tool for large urban districts, but it comes with interest costs and adds pressure to an already tight budget. Board members stressed that this is not a long-term fix, just a bridge to keep operations running.

Parents and principals have grown anxious as the start of the school year approaches. While the district has said classrooms will open as scheduled, the uncertainty over state funding has made planning difficult, especially for schools that depend on those dollars for staffing and programs.

The board is expected to revisit the issue next month, but no clear resolution is in sight. For now, the borrowing plan buys time, not answers.
