CHEYENNE, Wyo. -- The city's Finance Committee declined to endorse a resolution that would transfer funds into the stormwater reserve, sending the proposal to the Cheyenne City Council without a recommendation. The decision came before the measure could receive a full reading by the council.
The resolution centers on moving money into the reserve account that supports the city's stormwater system, which handles drainage and runoff across Cheyenne. Committee members raised questions about the timing and the available balance in the account, but they did not block the proposal from moving forward. Instead, they passed it along so the full council can weigh in.
Supporters say the transfer would shore up a reserve that has been drawn down and would give the city more flexibility to cover unexpected stormwater costs, including repairs and maintenance. Opponents questioned whether the money is needed elsewhere in the budget and asked for more detail on how the reserve balance is projected to change over the coming year.
The council will take up the resolution at a future meeting, where members can amend or reject it. Until then, the proposal remains in limbo, with no committee backing to guide the vote. City staff are expected to provide additional figures on the reserve balance before the council considers the measure.
