Tampa City Council approved a resolution Thursday that outlines how the city could finance its $80 million commitment to the Tampa Bay Rays ballpark project. The measure passed in a narrow 4-3 vote, but it only sets the stage for a final decision. The resolution does not release any money on its own. Instead, it directs staff to prepare the legal and financial structure that would allow the city to borrow against future property tax revenue generated by the surrounding redevelopment area.
The project, a planned domed stadium near the current Tropicana Field site, has been a subject of intense debate for months. Supporters say the ballpark would anchor a larger redevelopment effort, bringing housing, offices, and retail to a long underused part of the city. They argue the city's share is a reasonable investment that would pay for itself through new tax revenue. Critics counter that the public is taking on too much risk while the team and its private partners contribute less than promised. They also worry about delays and cost overruns.
The 4-3 split reflects those divisions. Two council members who voted against the resolution said they wanted more details before committing to the financing plan. The next step is a final vote on the bonds, expected later this year. If approved, construction could begin in 2025, with the stadium opening in time for the 2028 season.
